China lithium spot falls 4% to 96,100 yuan, erasing this week's three-day rebound
Lithium spot drops 4% as producer shares sell off
China's battery-grade lithium carbonate spot average fell to 96,100 yuan per tonne on 29 October, down 3.95% in a day, SMM reported . That erases the three-session rebound this desk reported on 27 and 28 October, which had carried the spot average back above 100,000 yuan. The most-traded Guangzhou futures contract closed at 93,300 yuan on 28 October, down 4.64%, after touching 101,520 yuan intraday. Lithium equities followed on Thursday: Elevra Lithium (ELVR) fell 12.7%, Sigma Lithium (SGML) 6.8%, and the Global X Lithium ETF 3.3%. Fastmarkets said in its October update that upstream salt inventories sit at their lowest since April 2024, equal to just over a month of consumption. A cathode buyer now faces moves of 4% in either direction inside a single week, which makes a fixed-price order struck off any one session's print stale within days.
Graphite re-export suspension lapses in 29 days
China's suspension of its US-specific graphite re-export controls, MOFCOM Announcement 72, still carries only its own expiry date of 27 November 2026, 29 days away . The broader US-China truce was extended to 10 January 2027 by Treasury Secretary Bessent in late September, covering licensing for cells, cathode material and artificial-graphite anode equipment, but no numbered MOFCOM announcement has amended Announcement 72's text, and the Bureau of Industry and Security has published no Federal Register notice implementing the extension. The original lapse date for the broader relief, 9 November, is 11 days out. China holds roughly 80% of mined and synthetic graphite output and more than 90% of anode active material production; US anode capacity is about 2% of the world total, the thinnest tier in the domestic chain . Novonix (NVX), whose Chattanooga plant delivered qualification samples to Panasonic Energy in June, fell 5.7%. Landed inventory and licence-failure clauses remain what bridges an anode order through November.
Black mass comment window closes in six days
Comments on the federal order requiring US sellers of black mass, the shredded electrode powder recovered from spent batteries, to allocate 100% of monthly sales to US buyers close on 4 November, six days out . The rule took effect 27 August and runs to 27 August 2027, with exception requests taken on a rolling basis, according to the BIS docket. September has now closed as a fully auditable month against the standard, meaning any tonne exported without a pre-granted exception is a completed compliance gap rather than an open risk. American Battery Technology (ABAT), which holds the first named exception on the record, approved for up to $100 million of black mass exports, rose 3.5% against a broadly weaker materials tape. For cell plants ramping this year, first-year production scrap that would previously have gone to the highest offshore bidder is now a domestic sale, priced against a US refining base thin enough that BIS has had to issue an export licence around its own rule.

IRAN / OMAN - STRAIT OF HORMUZ · CONFLICT · escalating · UPDATED 2026-10-29
Three to four tankers were mined in a single 24-hour window on 28-29 October even as Iran describes a seven-day plan to reopen the strait under active mediation, meaning the corridor is simultaneously more dangerous and, for the first time this war, the subject of a stated reopening proposal. Cathode, anode and electrolyte cargo routed through Hormuz continues to carry both the cost of the widening attack pattern and the uncertainty of a negotiation that has produced contact but no ceasefire, reopening date or confirmed de-escalation.
BAB EL-MANDEB / RED SEA · CONFLICT · escalating · UPDATED 2026-10-29
A claimed Houthi strike on a Saudi refinery and intercepted missiles toward both Riyadh and the Eastern Province landed the same week Egypt's parliament authorised troops for Saudi defence, with Cairo still ruling out strikes on Yemen and no formal Saudi request confirmed. JMIC's advisory still rates Bab el-Mandeb substantial rather than severe, a notch below Hormuz, but the exchange of authorisation, threat and refinery-strike claim has shortened the distance between a Saudi request and an Egyptian military posture near the Suez Canal, the route most Asian-built cells and components take into Europe.
BEIJING, CHINA · TRADE · steady · UPDATED 2026-10-26
The still-unimplemented extension, now independently reconfirmed a third time with BIS having published zero extension notices ahead of the original 9 November lapse date, removes the imminent cliff for cells, cathode and artificial-graphite anode-equipment licensing without yet closing the snapback risk. The narrower US-specific graphite re-export clause, now 29 days from its own lapse, remains the nearer cliff for any equipment or graphite order timed only to the new January date.
BEIJING, CHINA · TRADE · steady · UPDATED 2026-10-28
The ex-China premium on both dysprosium and terbium has held at the same order of magnitude for two consecutive fortnightly reads rather than continuing to widen, meaning a blended magnet-cost clause is no longer being outrun by a moving target but is still mispricing terbium content by roughly 1,000% against the Chinese domestic reference. The government-backed Serra Verde floor price, $575/kg dysprosium and $2,050/kg terbium, remains the cheapest qualified-origin tier available to a magnet buyer, well below the volatile ex-China spot ceiling.
WASHINGTON, DC - SCRAP AND BLACK MASS · POLICY · steady · UPDATED 2026-10-09
A second month of scrap and black mass sales now sits under the completed 100% domestic-allocation standard, and any tonne sold offshore without a pre-granted exception is a fixed compliance gap rather than a risk still open to management. ABTC's granted $100 million export licence remains the only public evidence the exception pathway is issuing approvals, now read across multiple outlets as exposing how thin domestic refining capacity still is behind the rule.
Copper-bearing hardware pricing has set a fresh high rather than settling back toward the September record, with the stockpiling arbitrage that built up earlier in the year now gone on a spot basis. Bank strategists describe the next six-to-nine-month move as binary on the still-undetermined Section 232 refined-copper tariff, so a harness, busbar or foil contract priced off any single month's tape is pricing only one side of a decision that has not yet been made. The ACE smelt-and-cast rejection gate on harness and connector entries remains enforced independent of where the tariff or the price ultimately lands.
KOLWEZI, DR CONGO · RESOURCE · easing · UPDATED 2026-10-29
A 30% slide in cobalt hydroxide and sulphate prices since September has held through October without reversal, easing near-term input cost for NMC cathode buyers, and the month ARECOMS itself flagged as the window for a possible quota cut has now closed with the regulator instead signalling it will hold rather than loosen the cap further. That removes the most immediate quota-reversal risk this board tracked, though ARECOMS has not ruled out a future cut if the oversupply persists, leaving a contract priced off October's lower tape still exposed to a later-dated supply-side correction.
A fixed-price contract struck against last week's lows is already stale: spot carbonate has risen for three straight sessions to 100,050 CNY/t, and the futures contract's 9,200 CNY/t intraday swing on 28 October shows the rebound carrying real speculative volatility on top of the physical tightness Fastmarkets had already flagged in thin upstream salt inventories. Falling-then-rebounding lithium cost cuts both ways for cathode input pricing inside the same month, while the longer-dated 2026-shortage-to-2028-surplus trajectory this board has tracked is unaffected by the near-term snapback.
JAKARTA / HALMAHERA, INDONESIA · RESOURCE · easing · UPDATED 2026-10-26
A 2027 volume claim from a nickel, MHP or precursor supplier still rests on a filing window closing in 17 days against a 2026 base quota the government has revised upward to roughly 290 million tonnes on paper but miners say they have not yet received in writing. Nickel's own round-trip above $16,000/t and back to $15,525/t on unconfirmed cut chatter shows the gap between announced policy and documented allocation remains the live fact being priced, not a settled input.
SEOUL, SOUTH KOREA / US PLANTS · INDUSTRY · escalating · UPDATED 2026-10-08
Prismatic LFP storage qualification slots for binder, separator, enclosure and equipment suppliers are now closing against a segment that just posted record revenue and turned profitable without subsidy support, with five North American ESS sites confirmed at full operation rather than only commissioned. A supplier's spec and duty-cycle qualification won under an earlier programme does not carry over automatically, and the commercial stakes for re-qualification have risen now that the line it would displace is generating reported profit rather than absorbing ramp cost.
On the Canadian leg, entries filed since 22 August fall under the annexes and the new Chapter 99 headings, and relief is not automatic line by line, with collection now more than nine weeks old. On the sixteen-economy case, trade-press commentary now describes a determination as likely soon, but nothing has posted and the statutory deadline remains 133 days out; the forced-labour case is the closest shape template, putting the top ten HTS lines in a 10-37.5% additive range. Tariff-change and cost-allocation language keyed to entry date is what carries that exposure in non-China Asian and Mexican supply agreements still in negotiation.
A limited exclusion order stops the finished good at the border; a cease-and-desist order reaches stock already in a US warehouse. That makes the respondent list a question about an approved vendor list and a distributor's, not only about a direct supplier. With both of the cylindrical-cell case's promised target-date bounds now passed by more than three weeks, a cylindrical-cell requalification on the same mechanical and electrical envelope remains the faster path than waiting on the docket, while the Sila case's locked 18-month target date confirms a run to early 2028 rather than the usual 12-15 months.
MOSES LAKE, WA / CHATTANOOGA, TN · INDUSTRY · steady · UPDATED 2026-10-26
Non-Chinese battery-grade graphite AAM is a 2027-28 supply answer rather than a near-term one. The truce extension pushes the broad cells/cathode/anode-equipment licensing cliff to 10 January 2027, but BIS has still not published the implementing notice, and the narrower US-specific graphite re-export clause still lapses 27 November, the nearer of the two dates and the one that actually governs most spot graphite purchases. Landed inventory, plus licence-failure and force-majeure terms, is what bridges that narrower window. Chinese anode duty above MFN plus 25% plus 12.5% is no longer in force, so a cost model still carrying it overstates landed cost.
UNITED STATES - LIGHT VEHICLE MARKET · INDUSTRY · steady · UPDATED 2026-10-29
2027 loading now sits against a confirmed quarterly result rather than a forecast: EIA's Q3 print holds BEV share at 6% for a second straight quarter while hybrid sales grew 31.6% year on year in September alone. A hybrid-heavy mix needs far fewer kWh but more cells at tighter power and cycle specs, which changes electrode design and formation capacity more than it changes tonnage, and that mix rides on a fuel-price floor set by a war that produced new mining incidents and a rising official cost estimate in the same week a reopening negotiation opened, leaving the floor itself unsettled in either direction.

How to read this. Benchmark prices for the materials that set cell cost. No free source publishes these in real time, so each carries the source and the date it was assessed. Open the Markets page for the curve behind any of them.
Lithium carbonate — China spot, 29 Oct96,100 CNY/t
-3.95% d/d, erases 3-day rebound
SMM's spot battery-grade average fell to 96,100 CNY/t on 29 Oct from 100,050 on 28 Oct, erasing the prior rebound; weekly average down 0.9%.
How to read this. Making a battery takes several separate steps. For each step the bars show where in the world the capacity to do it sits — how much is in the US, how much in China, and how much everywhere else. The three add to 100%. A step where the US bar is short and China's is long is one a US manufacturer cannot source domestically at scale. That is what makes it a chokepoint. Percentages are shares of world capacity, never of US demand.

A domestic CAM plant still buys Chinese pCAM, so localising the last step does not clear FEOC; requalifying precursor runs 12-18 months.

US cell capacity is real and growing faster than China's in 2025, but filling lines with qualified cathode and anode is the binder.

US mine output is one Nevada brine plus a ramping clay project, and every tonne leaves to be converted: equity is not qualified feed.

Section 338 tariffs on Canadian goodsin force
Dutiable and collecting, carried from the 23 August GHY and Zonos reads, both dating the additional 50% duty to 22 August after the three-day pause the 18 August US-Canada agreement bought against the 20 July proclamations, with CBP filing guidance published. Named grievances are dairy, alcoholic beverages and motor vehicles and parts; duty attaches by the date goods arrive and enter, not by ship date; CUSMA origin is no defence; energy and critical minerals stay excluded.
DPAS allocation order on black mass and tungsten scrap exportsin force
Live and now in its tenth week: the rule published 6 August took effect 27 August and runs to 27 August 2027 unless BIS adjusts or extends. US persons selling black mass in electrical and electronic waste, or tungsten waste and scrap, must allocate 100% of monthly sales to US persons unless BIS grants an exception in advance. Reconfirmed against BIS's own docket: comments on BIS-2026-0364 (RIN 0694-AK51) run to 4 November, now 6 days out; exception requests remain rolling, with ABTC's 1 October approval for up to $100 million of exports still the first named exception grant on the record.
IEEPA tariffs after the Supreme Court ruling, and the refund trackexpired
Carried unchanged because it corrects a planning assumption elsewhere on this board. The Supreme Court held 6-3 on 20 February 2026 that IEEPA does not authorise tariffs, and the United States then terminated the IEEPA-based fentanyl and reciprocal duties, so there is no reciprocal rate being collected to snap back under the newly extended truce. Refunds are contested rather than automatic: the government appealed the CIT refund order in June, and trade practice assumes a formal protest keeps an entry live. Preserve entry, liquidation and protest records for every period paid.
CPSC button cell and coin battery safety standard: PRA comment roundin force
Carried. The notice set the information-collection comment deadline at 14 August 2026 under docket CPSC-2023-0004 and remains the only document on it; that date is now well past. The standard, 16 CFR part 1263 under Reese's Law, is in force and unaffected, so what has gone is the chance to price the reporting, labelling and testing recordkeeping burden rather than any obligation. Treat the burden estimate as fixed until CPSC reopens a collection.
CPSC proposed safety standard for micromobility lithium-ion batteriesguidance pending
The comment window is shut. Carried at the 24 June Federal Register proposal: written comments were due 24 August 2026, the oral-presentation window closed 24 July, and no extension or reopening is retrievable. The proposal would add 16 CFR 1265 for lithium-ion batteries in micromobility products and their electrical systems, addressing thermal runaway. Any final rule takes effect 180 days after publication and applies only to products manufactured after that date, so this is now a 2027 design-freeze question and the public lever is gone.
How to read this. How big the US battery industry is, and how much of the world it holds. Production growth since 2020, plants built, investment against its 2024 peak, announced capacity against cancelled capacity, and the US share of global cell making and lithium processing. These come from quarterly and annual reporting rather than a live feed, so each figure carries the date it was last published.

EV Sales Leaders
SOURCED, NOT LIVE
How to read this. The electric vehicles selling in the largest numbers, and what chemistry their packs use. Demand for cells is downstream of this list: a year in which the leaders run LFP is a different year for a cathode plant than one in which they run high nickel. No free dataset publishes these rankings, so they are assembled from manufacturers' own delivery disclosures and the trade press that aggregates them. Each row states the period it covers rather than being normalised to a common one, because the sources genuinely differ. Heavy vehicles are reported thinly across the industry, so that list is shorter by nature.
Plug-in and hybrid sales in the United States, monthly, compiled by Argonne National Laboratory for the Department of Energy. Actual sales, not estimates. The share column is plug-ins as a percentage of every light vehicle sold that month.
How to read this. Ten days of industry headlines, with vendor press releases separated from actual coverage so a release never reads as news. A second tab covers member companies specifically, over a ninety-day window — member coverage is thinner than the wire, so a longer window is what makes it a list rather than a gap.
How to read this. Open federal solicitations, screened so everything listed is plausibly biddable for a battery company, soonest deadline first. The Awarded tab shows what has already been granted, with member companies tagged.
How to read this. Federal grants, loans and direct payments awarded since 2021, grouped by the step of the chain they went to. This is money already committed, not open solicitations. Figures are awards as USAspending records them, so a cancellation, de-obligation or clawback is reflected only once the awarding agency files it — a recent one may not have landed yet. Read it against Chokepoints: it shows whether the funding has gone where the domestic gap actually is.
Federal grants, loans and direct payments awarded since 2021 — the IIJA and IRA era — totalling $4.64B, grouped by the step of the chain they went to. This is money already committed, not open solicitations.
